Deke DaSilva (Sylvester Stallone - Rocky II) and Matthew Fox (Billy Dee Williams) are two New York cops who are good at their work, fighting crime on the streets. But they are less than impressed when they are transferred to a specialist terrorist task force when it becomes known that the deadly terrorist Wulfgar (Rutger Hauer - Batman Begins) is in New York and looking to cause trouble.
